Appraisal of Cross River State rural development policy: An assessment of implementation strategies and outcomes

Rural development has remained a critical policy concern in Nigeria, given the persistent challenges of poverty, infrastructural deficits, and weak agricultural productivity in rural communities. In Cross River State, various rural development policies have been initiated with the aim of improving livelihoods, enhancing access to social services, and promoting inclusive growth. This study appraises the Cross River State Rural Development Policy by assessing its implementation strategies and outcomes. The analysis focuses on institutional frameworks, stakeholder participation, resource allocation, and the integration of innovations in rural development. It also evaluates the outcomes in terms of socioeconomic improvements, infrastructure development, agricultural productivity, human capital enhancement, and poverty reduction. Findings reveal that while notable achievements have been recorded in areas such as road construction, agricultural support programs, and educational access, gaps remain in sustainable financing, community ownership, and effective monitoring mechanisms. The study highlights the persistent policy–practice divide, which undermines long-term development gains. By drawing comparative insights from similar interventions in other Nigerian states and African contexts, the paper underscores the importance of participatory governance, sustainable resource mobilization, and evidence-based policymaking. The appraisal contributes to policy discourse by reflecting on the future of rural development in Cross River State and offering recommendations for more inclusive, sustainable, and technology-driven development pathways.Downloads
